Need a Monitoring to get good result in every project


Hilly town “Dhankuta”, situated at the eastern part of Nepal, which is the administrative headquarters of eastern development region. Most of the regional offices were stated around Dhankuta bazaar area and have been NGOs offices. Then and now, there is a sharp contrast between bazaar and it is surrounded by rural villages. The town primarily populated by Newar but later other castes types also mixed and run the mixed culture and society. It is commercial centre, but a later developing means of transportation and roads, some commercial have shared at different commercial areas like Hile, Pakhribas, Uttarpani, Sindhuwa, Jitpur, Leguwa etc. by the connection of North south, Koshi highway with Dhankuta bazaar and being the development of every field like road networks, distributions electricity fulfill the physical infrastructure of development slowly.
well, Infrastructure has remained a backbone to the economic and social development of the country. Efficient infrastructure services help to generate job opportunities as well as create an environment for additional income generation. The government's agendas clearly show the priority for infrastructure development but failure on the part of effective implementation has constraint the desired level of progress in these sectors. This is reflects by a low utilization of resources. However, the present context has changed as the private sector is now demonstrating a faster growth rate and its comparative capability to manage public infrastructures enhancing. It is also pertinent that the traditional approach is now weakening as it has failed in bringing effectiveness and innovativeness in dealing with the management of the infrastructures that is why monitoring is more important to all the projects.

as our experience, Now a day's most of the projects were monitoring by related office though it's being only like a fashion because to see or observed only is not monitoring. and we all most know is that the development process is not only to form physical infrastructures but also it is all about development of positive thinking. So development is not only depends up on Government, it's also related to citizens and community that's why to improve their own area or society they should have to be feel owe on it.

Generally, infrastructure of development understands education supports projects, electricity supply, drinking water supply, health Campion and rural road construction. In Dhankuta district physical infrastructure relates with rural road construction, now in a district all the VDCs are linkage with rural road. In a district, there are 52 km complete kalo patre, 56.068km gravel and 233.642 km Dhule road all together 341.71km road have been formed (DDC plan 2065-2067). Annually tentative Rs. 20 million amount of the budget have expended for the road construction at district. For enhancing of DDC, Municipality, VDCs are local authority for local development and management. However, Corruption, miss use of the budget and ambiguity are the major challenges of district.

We found that users were entirely uninformed by Users Committees and stakeholder on the project running time. Most of the projects output were less effective due to lack of information and lack of ownership. Given budgeting is not able to change the vulnerable people's economic and social status. The core value of development is to make rights holder to people, who are vulnerable, back warded and socially excluded. There were some raising issues at budgeting. There is no elected body at Local level. The conducting projects do not have monitor effectively and there is no assurance of quality in too many infrastructural projects. Projects implementation process is procedural and actual beneficiaries are not getting benefit. There is no satisfactory participation on development projects of vulnerable and socially excluded groups. Project implementers do not have more accountability with community people. Thats why So we need to encourage to stakeholders to do the monitoring properly and need to check the given budget is going on right place or is it being missed use. Its need to make constructive cooperation and coordination between the citizens and the local governments through greater participation of the citizens in the local governance processes. To improve the greater participation, it is a valuable document for research base monitoring. If the research finding will share with local government bodies and other stakeholders, it will create a great opportunity to enhance downward accountability in local governance.

I also believe in the process of monitoring will be sustainable because DDC, Municipality and VDCs were directly involvement as a local authority on its activities.
